Yeah, I never thought i'd come to this, but the car passed. I leaned it out a tad too far, but after the test, i fixed the mixture. Here are the results:

Idle:
HCs -- max 120---meas 42
CO -- max 1.50---meas 0.00

2500RPM
HCs -- max 150---meas 131
CO -- max 1.50---meas 0.00

Oxygen was pretty high, 2.8% at idle, and 4.0% at 2500rpm.

I leaned out the engine, and backed the screw until the popping in the exhaust stopped, worked pretty good i guess.

CA emissions are a PITA! My '80 924 initially passed all emissions with flying colors, newer cars don't run that clean. But it failed on timing. They said it had to be at zero degrees! So I set it to zero, and it just BARELY passed. The car ran like crap too. So of course after I got the certificate, I put the timing back where it was.
So tell me why in the hell timing would matter if it's running clean? You gotta love California.

NOx levels are really a big deal in California. I've dealt with renewing permits for emergency generators at the hospital where I work, and it's absolutely crazy. They require that the timing is retarded 24 degrees, regardless of how it affects the diesel engine! Our generators won't run worth a crap if they are set at state specs. Just like my 924 runs like crap, and puts out ten times more pollution, when set to state specs. Who the hell thinks up these laws? It's enough to drive a man to drinkin'.

I don't think they test for NOx until later model cars, not sure though. Yeah, I went to a small shop that really only cares if you pass the pollutant part, they just glance over the visual inspection, not really paying attention.

I just had my car tested for emissions up here in BC, Canada. It failed the first time, hydrocarbons being through the roof. I took it to a local authorized AirCare specialist, and he tuned my fuel mixture so that it BARELY passed. For perspective, the maximum allowable HC at idle is 411 ppm; I squeaked by with 390 ppm. Everything else passed pretty easily, and I believe the cause for my HC to be so high is the fact that the turbo is siezed and leaking a tiny bit of oil into the exhaust
Lizard and I will be rebuilding the extra turbo very soon, so all is well. I can't wait to drive that car with 9Lbs of boost coming in at 3000rpm
