I need to remove the instrument cluster from a 79.
Is it necessary to remove the entire dashboard to do this?

No. Take a look in the Tech Section under the 'Dash' article by Jim Pasha. That is about replacing the complete dasy but if memory servers you should get some help on just the cluster also.

Hey, John - you may wish to clarify that section; looks like the notes I wrote on the dash removal, which follow the link to Jim Pasha's article, is in fact the article by Jim!

As far as removing just the cluster, the best way is to:
#1 remove steering wheel (as described in either of the two above articles)
#2 remove speedo cable from back of speedo - it unscrews
#3 remove the two phillips-head screws from the underside of the top of the cluster.
#4 the cluster will then pull towards you, with further elec disconnections to make after it comes a little way out.
