I'd believe that the head could've been removed and cleaned, but that doesn't imply anything about the block...

I see a little bit of oil in the head bolts....have you started the car? The cam lobes look extremely dry. I would toss some assembly lube on them prior to starting.

If you have started and ran it I would pull the oiler tube off and make sure it is not clogged.
