Flywheel Balance?

My 1986 924s has a bad vibration, worse at low revs, but noticable everywhere in the rev range. So I bought some genuine engine mounts (ouch!!) and put the car on the ramp to fit them.
The previous owner told me he had changed all the belts so I thought I'd check the balance shafts were timed correctly first. The factory manual says what to line up, including the flywheel and clutch. I don't know about the clutch, but the flywheel in nearly 90 degrees out. Is the flywheel/ clutch not neutrally balanced?
