If I bring up the revs in neutral I can hear the turbo spool up all the way to 7 psi. Is that normal?

Mine doesn't, has to be under a load. Your car might be burning too rich.

Are you sure it's spooling up to 7 PSI? Or are you just hearing the turbo whine? At what RPM?

I can get mine spinning at 5+ with a little rythmic revving.

If you go from idle to flat out it might briefly spool but it needs load to sustain boost.

My turbo doesn't produce any boost in neutral, although you can still hear it whistle.

I'm fairly certain that most turbos shouldn't produce boost without a load unless something is a miss in the engine parameters, or with the help of spark cut.

Not sure about neutral... but it's a very concerning moment when it spools up in reverse! I did that on my Audi 200T when wanting to back up about 50-70 meters on a I pier! Let me tell you it's not fun under boost esp with water on both sides of you.
