Fuel Filler Hose Replacement

I have fuel odor in the car sometimes, just like many others have reported. I bought the replacement parts for the fuel filler hose and now I don't know what to do with them -- they are different.
Here's the old hose still attached.

Does any one know how the two sleeves are suppose to attach?

More data. The 2 soft hoses (or sleeves) are wider then the i.d. of the hose and smaller than the o.d. of the hose. Meaning they don't go inside the hose so they must stretch over the outside. To what end I do not understand.

And what purpose could the collar on those sleeves have? I don't want these put on wrong - that could be bad to have it disconnect while driving.

Thought I should post what I did. The new short OEM filler hose does not reach between the filler tube and the tank. And the new hose is a slightly narrower diameter and when forced onto the filler tube malformed and created a puckering on one side of the hose. The soft rubber sleeves do not fit inside the new hose, they fold over on themselves a bit.

So I used the new sleeves and the old hose (I couldn't see any problems with it). I replaced the vent hose from the tank and it's as good as it can get. Between that and replacing all the vacuum hoses under the hood last fall I have not yet re-experienced fumes in the cabin. Although the longest ride so far is work and back, 6 miles each way. Next, rear shocks or hatch seal, or CIS tuning, or seat repair.
