I don't know this program very intimately.

I think what I like about the cash for clunkers program is that it possibly encourages some people to buy.

But what I don't think is good about it is:

1. Why should people who've made bad decisions (e.g., to purchase a gas guzzling car in an age of competent economical vehicles) get rewarded but people like me who've already destroyed our gas guzzlers don't get rewarded.

2. It rewards new car sales rather than used car commerce, as I understand it.

Re: Incentives - I'd prefer if new car dealers were less greedy and would simply give a better deal on trade ins - that would certainly encourage me to buy. I'd also prefer if they were less stupid and held way less new car inventory. They should do away with dealerships. Have purchase direct from the car company.

3. There's no comparable program for industry, which is where the bulk of the pollution is created. And I doubt the impact from automobiles is very substantial in the larger picture. I'll hazard a guess that in terms of oil consumption and / or pollution impact, it's our industrial complex that's doing the bulk of the polluting, and it's there that government needs to lay down better law if they want an impact on either consumption or impact.

Yeah, one of the really bad things about this program is that it requires the "clunker" to be sent to a scrap yard.

And, FWIW, my 1980 Euro spec 4.5L gets 20MPG, even when I'm thrashing it.

British Columbia has something like that for over a decade. It's now called the SCRAP-IT PROGRAM. Depending on the criteria you satisfy, you can get rebates for a new car, a new bicycle, transit tickets or even cash, I think. It's not a bad thing, I s'pose, but I suspect the majority of people driving around in quarter-century-old beaters probably don't have the cash to take advantage of buying a new car anyway...

I wish I could take advantage of it but....
  • can't really afford a car payment right now
  • don't own a qualifying vehicle
I'd like to trade my 2001 Mitsubishi Montero Sport XLS in for a 2009 Buick Enclave CX AWD. But, since I don't qualify and can't afford the car/suv, I'll invest another $1k or $2k in the Montero to make it last another 125k miles.

The UK have just introduced the same program here but they will take any car with an MOT and give you £2000 towards abuying a new car.

Problem is where are all these new cars made? Malaysia, Japan, Germany, and a few (Very few) in the UK... All that taxpayers money going straight overseas...

It's actually pushed the some used car prices up recently - my Elise was worth £5000 last year now it's worth around £8000!

I've been trying to qualify for this program, but it's got a few details that make it challenging.

It's not that great if you're planning on trading in your car for a new one, but it is great if you take the non-car option. Get $1100 rebate for buying a bike. If you wanted to take advantage of the program, you'd sell your new bike, and buy another beater.

My problem is that we have several vehicles. A truck I insure year-round that I use for truck things -- it gets not that great gas mileage so I don't drive it much (300 cid 6). We've got the 924, which is great. We just had a kid, so we picked up a Mommy van. Then, I've got my motorcycle, which I insure in the summer. In the winter, I used to use a hunk of junk '86 Hyundai Pony. It gets the best gas mileage of everything save the motorcycle, costs nothing to maintain 'cuz I don't maintain it, and parts are just about free. But, that's lots of cars. I wanted to trade that in, but since I didn't insure it continuously for the past 12 months, it didn't qualify.

The US program requires that you've owned and have INSURED the car for the last 12 months.

How many clunker owners have insurance in states that do not have mandatory insurance (like WI)?

Exactly. Just like the financial crisis payments the government made to some people here - $900 if you qualified (hmmpf!). Then all the big electrical retailers are running TV ads spruiking their large LCD TV's etc as the perfect sink for your cash... I'd wager almost all of that money went to Japan and China - of course the government got 10% back (GST!), but very little would've actually helped the local economy. Stupid, short-sighted stunt.

This is getting OT, but surely your a little shortsighted there pocket. We all spent it at australian retailers, who employ australians, and rent large shopfronts in australian shopping centres. Sure, the price of the TV went to china, but it employed a few aussies to get it done. Better than spending the $900 on porsche spare parts from the internet.
