Could be the left/right electric mirror switch, the adjuster switch is on the drivers door (at least on my 79)

It's probably just an extra unused switch, but it could also be for the rear wiper if you have that option installed.

The only other factory option installed there is the headlight washers.

pop out the ashtray, and take a look at the wires connected to the switch, if any. it is not uncommon for switches to be put in there without being hooked up (by prior owners to fill the space or for future use.) its usually pretty easy to determine if the wires are factory or after market if it is connected to something. factory wires usually have color coded tracers on them and neatly done connectors, where added on wires are usually a different gauge and solid without tracers, and the connectors arent as tidy (but not always.)
if there are wires that look factory, you try and reference them the wiring schematic for your year. if they dont look factory, just trace them back to wherever they connect under the dash and see where they take you... think of it as an adventure!

common uses for added switches beside the factory options are as power antenna control, 5th injector "hot start" grounding, fog light on/off and sometimes for "flashing" the fogs, and radio/amplifier control.

I have that same switch on my 77.5 and it does nothing. I have it now wired to be my garage door opener, pretty easy to do.

Maybe I missunderstood the location of the switch, but did you say it was in between the ashtray and the arm rest? If so I can't say that I've ever seen switches installed there, because they usually put them between the ashtray and the shifter, but there again I've been wrong before... Once... I bought an eraser.
