so i just took my starter off, as oil was getting into it and causing it to crap out. so anyways, i took it off and took it apart and cleaned it all out, and put it back together just like it was, and before i went to put it back on, i realized that the little gear that springs up to hit the flywheel moves up and down on its own, like its loose in there. it moves up and down with gravity if i flip the starter upside down, and back again. is this supposed to happen? i dont remember from when i took it off, and i need to know before i put it back on.

No, it should spring away from the flywheel in the resting position.

I'm pretty sure it's the piston (aka I believe- armature) of the solenoid that provides the spring action. -So you probably just don't have the end of the solenoids' piston hooked onto the engaging lever. Just need to remove the solenoid, get that hooked-up and re-install the solenoid. (There should be a spring at the inner end of the piston, so make sure that's in place too.)
