Oxygen sensor wiring...gone?

While I was in under my car replacing the starter solenoid, I noticed that the oxygen sensor had no wires coming from it, none. Apparently a PO decided they didn't want it or something. There's also no wire near it thats lose. I looked on the faq about the control unit for it...gone. The 3 plugs in the end of that cable are gone, no sign of them. The connections had a rubber lid put over it. I didn't check under the steering wheel for the counter unit.
The problem with this for me is that it seems to be running a little bit rich. The biggest problem is that I've been told it won't pass Ohio's E-Check, and my temporary tags are up in 30 days.
So what do I need to do here? Replace the whole thing, or just rewire it with a new sensor?

take it to a shop and have them tune the CIS so that it will pass the emissions test, lots of the 924s run without 02 sensors
