Provides additional air for cold engine running (after startup). Street cars really need it for cold running drivability. Most everyone I knows takes it off track cars as we can (must) wait for the engine to be at normal temperatures before we move the car. We use our right foot in place of the aux air valve.

So, yes, you can take it off. No, normal street drivability is sacrificed when cold.
