Headlights just stopped popping up.

All:

I'm not sure if my motor is blown or the relay is shot ... how can one determine?

check to see if there is power getting to the motor, and try jumpering the relay.

Well, i will throw this in ... when the battery is connected and i turn the manual motor knob, i am met with some resistance - so i assume there is at least some power getting there.

I think you should get a voltmeter and check the voltage at the motor

Ok, if it is like the NA which i assume it is, check the wires going into the back of the headlight switch and see if any are loose. i had this problem and that is what i had to do to fix it. There was a loose ground wire.
