A quick question that I've been struggling with for the past week or so, and I am hoping somebody here may be able to shed some light on this!

I was changing out the vacuum lines on my 1981 N/A, and specifically on the vacuum line that connects to the middle section of the air intake lines (the segment right next to the bleeder valve for the coolant lines). When I removed the old line, I heard this rattling from inside the line. What fell out appeared to be a rubber vacuum line cap that I would assume is intended to fit in the port the vacuum line itself connects to. When this plug is not in the port and the vacuum line is connected, the engine seems to idle rather high (1400-1600 RPM), and when the plug is placed in the port and the vacuum line is connected over top of it, the idle drops to around 850 as I would expect it to be.

Does anybody here know if this port is intended to be plugged? The previous owner did a lot of tinkering on my car, and I'm not sure if this was done to sort out a vacuum leak of some sort, or if this was what Porsche intended to happen. I mainly ask because I've never seen any reference to a plug in any forum post, nor can I understand why it would need to be plugged in the first place.

If someone could shed some light on this, I'd be very appreciative!
