So last night I was trying to move the 924 over to the other side of the garage (dont ask Idiots bolting steels helves to the wall). So during the process I was using the handbrake to keep the car from rolling backwards while moving things around to make room. After a little bit of time the hand brake would not fully go to the floor like when I started! Odd I think. The handbrake is not engaged but it seems to get stuck half way down? Is this a cable issue or just that the handbrake lever itself is not straight where it needs to be? _________________ Cheers;

Cable issue likely. The end is exposed behind the driver's seat and liable to rust there (or get hung up on anything you might drop back there).
Otherwise the cable is exposed under the car as part of the rear suspension and if the rubber boots are torn/missing the cables can rust internally.
Finally, the shows in the drums themselves can stick if they are not maintained properly (adjusted, lubricated properly)
There are some return springs in the system as well that can fail, etc.
Time to start checking things out, starting in the cabin and work your way out to the wheels.

I will start looking after I finishing moving furniture.
The car was well maintained prior to me getting it, I did however add a 5/8 or 3/4 plate of aluminum to help install my seat. So maybe its caught on that. _________________ Cheers;
