Dan its a outdoor tea kettle or coffe pot whistle you outdowsy back east types use on break ( or waking up) from hiking or enjoying the beauty of nature when camping. I know I am right.

It looks like the whistle used to find TDC. You put it in place of the spark plug in cylinder #1 and crank the engine until the whistle blows. Then you know you are on the compression stroke.
