You need to gently pry the black metal trim piece in many spots so it can be popped over the lip of the gauge body. Then remove the 2 screws and it comes out.

If you take your time and pry the lip away slowly with a small flat blade screwdriver, it will be much easier to pull the whole thing out - don't rush it, and wait until you get the whole lip pried back away from the perimter of the plastic insert.
