I replaced the relay under the dash that goes to the windows. I re-read the tech post about non-working windows and it said to make sure the fuse on the relay is not blown. the relay I have does not have a fuse on it. Could this be why my windows do not go up or down?

Never heard of a 924 power window relay with a built-in fuse.
More often, the switches go bad - if you've some eletrical talent and a lot of patience, they can be taken apart and cleaned-reassembled. The patience comes in when you find it/they still don't work and you have to do it/them again right away - and yet again in a year or less. They can be replaced with the later, improved 944 version of the switches. -But of course make sure the switches are the problem before looking for replacements.
The motors themselves may also need cleaning-relubing - I've had to do each of mine a couple years apart.
Of course the problem could as well be with the relay, or the wiring connectors on back of the fuse-relay panel, or the fuse.
If both windows stopped working at the same time, it's much more likely that the problem is with the fuse, relay, or fuse-relay panel connector/s. (Those are in descending order of fun-easiness, so start with the fuse.)
