Same situation as defogger. I've check the switch on the steering column. I've replaced the wiring from the steering column to the main wiring harness under the dash (believe it or not). I don't believe this circuit is fused or relayed, as far as I can tell, and the wipers cycle 3 times when I pull the stalk.

Here's what I've tested:
1. Washer pump pos. connected to battery, washer pump neg. connected to battery: spins like a top.
2. Washer pump pos. connected to battery, washer pump neg. connected to ground lead at the harness near the headlight moter: spins like a top.

So, I think the pump is good...however...

3. Pump disconnected completely. Pos. lead from harness connected to volt meter, neg. lead from harness connected to volt meter: pull the stalk and I get 13.2 V with car running, 12.6 with it off
4. Pump disconnected completely. Pos. lead from harness connected to test light, neg. lead from harness connected to test light: pull the stalk and she lights up like a christmas tree

So, I think I'm getting good volts and current the harness...however...

5. Connect the harness to the pump, leaving space to connect the volt meter as well. Pull the stalk : nothing. No spinny, no volts.

What am I missing???

You've got some high resistance somewhere, look for a corroded connector.

Hook one lead of your volt ohm meter up to the disconnected plug at the pump and follow the circuit back to fuse box checking the resistance everywhere you can. When the ohms suddenly go up, you've found the problem.

with or without power on the circuit?

Without power.

If I'm reading the diagram correctly, you want to check at 2 of the plugs on the back of the fuse/relay block.

The are plug C pin 17 and plug E pin 20.
