i put a spring as replacment of this rubber thing which is broken. I now have two springs attachment to the headlight. Should this work with adjusting the light?

My Headlights are not giving enough light for the inspection of my car. I think that there is some rust within the lights. Is there a way to fix this? because a new healights is exspensive?

when I flip the switch of the headlights nothing happens except the headlights begin to shine (and I also have high beam). The headlights won't go up and the bumper lights and rear lights aren' ...
