I would hit the bolt head sharply with a hammer, then use a good quality socket (SK, Snap-on, etc). Hopefully with a good allen wrench socket it will grip the flats better and get the job done.

You could try hitting them with an impact wrench, the sudden speed and torque of the impact will usually remove a problem nut/bolt.
